여행자가 출/입국 시 통관 물품을 작성하기 위한 서류다. 면세 물품 기준을 초과하는 물품을 소지하고 있는지 여부를 기재하고 그에 따른 통관 절차를 밟는데 필요한 휴대품 신고서로 항공기를 이용하는 경우 주로 목적지 공항 도착 전 항공기에서 항공사가 제공하며 일반적으로 도착지 공항에도 구비되어 있다.

우리나라 관세청은 2019년 11월, 스마트폰 앱을 이용해 종이 형태가 아닌 전자신고가 가능하도록 했다. 스마트폰용 앱으로 필요 내용 기재 후 제출하고 발급받은 QR코드를 스캔하는 방식이다.[1] 하지만 인터넷 연결없이 작성 힘들고 폐쇄형 게이트로 이용률 거의 없어 2022년 2월 본격 시행을 목표로 전용앱 구축, 개방형 게이트 등 개선 작업에 들어갔다.[2]
